As per the latest announcement by Elon Musk, Twitter will remain free to use for the casual user however, it will be chargeable with a 'slight cost' to commercial and government users in the upcoming days.

Twitter users to enjoy new changes
Prior to the recent announcement, Musk said that he will roll out a few improvements in Twitter after his responsibility for the stage is finished.
